Arthur Shepherd

Arthur Shepherd, a lifelong resident and former public servant of St. Mary’s County, has officially announced his candidacy for County Commissioner for District 2. With over four decades of experience in local government and community leadership, he brings a wealth of knowledge, integrity, and a deep commitment to the county he calls home. 

His extensive career with the St. Mary’s County Department of Recreation & Parks began in 1978. Over the years, he served in various positions, including Coordinator, Recreation Division Manager, and Director.

Under his leadership, the department saw significant growth and development, including the opening of Snow Hill Park, the Wellness & Aquatics Center on the College of Southern Maryland campus in Leonardtown, Lexington Manor Passive Park, and the transformation of the Old Jail in Leonardtown into a local visitor center and historical site. He also oversaw the much-needed athletic field improvement projects and enhancements to the Wicomico Shores Golf Course. 

In 2022, Arthur led the effort to achieve national accreditation through the Commission for Accreditation of Park and Recreation Agencies.  This recognition placed St. Mary’s County among the elite park and recreation agencies in the country. Reflecting on this achievement, he stated, “Receiving national accreditation confirms that St. Mary’s County Recreation and Parks is committed to excellence.” 

In addition, Shepherd has been a steadfast advocate for inclusivity and community engagement. This has been demonstrated through his work on the Land Preservation Park and Recreation Plan (LPPRP),  a Strategic Plan with the accreditation process and several park master plans. 

As you can see, Shepherd’s decision to run for County Commissioner is rooted in his deep understanding of the county’s needs and his unwavering commitment to its residents which includes a conservative fiscal approach to budgeting.

A graduate of Great Mills High School in 1974, Arthur resides in Leonardtown with his wife, Linda. He also serves on the Child Evangelism Fellowship Board of Southern Maryland which advocates for after school programming in public schools in the tri-county area. The goal is for each of the fifty-five (55) elementary schools in Calvert, Charles, and St. Mary’s County to have an organized, safe, and fun experience that is centered on a biblical world view.

As he embarks on this new chapter, Arthur envisions a future where St. Mary’s County continues to be a great place to live, work, raise a family, and retire. He believes that the wisdom of long-time residents, combined with the innovative ideas of a technology-based workforce, provides a tremendous edge in managing the county’s forecasted growth.

With a proven track record of leadership, community engagement, and a deep-rooted passion for St. Mary’s County, Arthur Shepherd stands ready to serve as County Commissioner, bringing experience, dedication, and a vision for a thriving future.

Arthur Shepherd has spent his whole adult life looking out for the recreational needs of youth and adults in St. Mary’s County. He has been an instrumental force in leading the development of parks, facilities, and programs that continue to bring our county forward. Arthur genuinely cares about our community and has devoted countless hours volunteering and staying in touch with our needs. I hate politics but LOVE this man. For 30 YEARS Art Shepherd has helped me raise $ and awareness for Hospice of St. Mary’s County. Together we have raised over $1Million for hospice with ALL of it staying in St. Mary’s County to assist those in our community facing a terminal illness. Death DOESN’T CARE what your political affiliation is & in the end it does not matter. What matters is humanity – caring for those in our community.
